Reporting to the SVP Chief Information Officer, this senior management position is responsible for assisting in the development and execution of strategy for lending related functions of the credit union to include Business Services, Loan Central and Underwriting, Credit Resolution and the Mortgage teams. This position is responsible for carrying out strategic decisions concerning lending, underwriting, loan product development, internal controls, process efficiency, and compliance with regulation and credit union lending policy.
This position will assist senior executives in structuring staff, internal controls, process efficiency initiatives, regulatory compliance, development of credit union policy, administration of legislative and regulatory issues related to the credit union and credit union industry.
Essential Functions & Responsibilities:
E 40% Assists in development and implementation of department strategies for loan processing, underwriting, commercial lending, real estate lending, and loan collections ensuring goals are achieved, regulatory and policy compliance is achieved, as well as quality and efficiency standards are maintained.
E 20% Assists in development and implementation of lending, underwriting and collections policies.
E 15% Supervises assigned areas through direct reports, develops annual department budgets and monitors performance to budget throughout the year.
E 10% Ensures the credit union is compliant with all lending & collections laws, rules policies and regulations.
E 5% Serves as board appointed Credit Manager, developing and gaining approval for consumer loan approval and denial criteria. Serves as chairman of the Member Business Executive Committee, MBL Committee, and the Mortgage Loan Committee.
E 5% Serves as a member of the Asset/Liability Committee whose job is to ensure the credit union maintains sufficient levels of capital, liquidity and pricing spreads.
N 5% Performs all other duties as assigned.
Performance Measurements:
1. Ensures that the department is providing friendly, professional, timely, personal service to all members.
2. Maintains a highly qualified staff, sufficient to meet the daily lending demands for members, and the CU goals.
3. Ensures that all lending activity is within established policies and regulations.
4. Keeps management informed regarding key operational issues affecting the department.
5. Demonstrates an in-depth understanding of, and follow the requirements of all regulation compliance, including but not limited to those of Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Office of Foreign Assets Control (OFAC), Customer Identification Program (CIP) and Member Due Diligence (MDD) as it specifically relates to their job functions. Employees shall be trained annually in BSA/AML compliance.
Knowledge and Skills:
Experience
Ten years to fifteen years of similar or related experience
Education
(1) A bachelor's degree in a related field is required.
Interpersonal Skills
Work frequently involves exercising advanced conflict resolution, giving material presentations, and resolving issues impacting multiple departments or divisions. Role also requires the ability to motivate or influence others as a material part of the role, with a significant level of diplomacy and trust. Obtaining cooperation (internally and/or externally) is an important part of the role and a high level of interpersonal skills is critical to the success of this position.
Other Skills
Must have in-depth understanding of and ability to interpret regulations affecting credit unions. Extensive knowledge of consumer, commercial and real estate lending is required as well as extensive knowledge of deposit products and services and balance sheet management.

While performing the duties of this job, the employee is regularly required to use hands or fingers, handle or feel; reach with hands and arms; talk and hear. The employee frequently is required to stand, walk, and sit. Specific vision abilities required of this job include close vision and ability to adjust focus.
